That part of the paragraph under the heading “General Provisions” under the appropriations for the Post Office Department contained in chapter IV of the Supplemental Appropriation Act, 1951 (64 Stat. 1050; 31 U. S. C. 695), which precedes the proviso is amended by striking out “the receipt of revenue from fourth-class mail service sufficient to pay the cost of such service” and inserting in lieu thereof “(1) that the revenues from fourth-class mail service will not exceed by more than 4 per centum the costs thereof and (2) that the costs of such fourth-class mail service will not exceed by more than 4 per centum the revenues therefrom”.
