maritime training For training cadets as officers of the merchant marine at the Merchant Marine Academy at Kings Point, New York, including pay and allowances for personnel of the United States Maritime Service as authorized by law (46 U. S. C. 1126, 63 Stat. 802, 64 Stat. 794, 66 Stat. 79, and 70 Stat. 25); and not to exceed $2,500 for contingencies for the Superintendent, United States Merchant Marine Academy, to be expended in his discretion: $2,394,000, including uniform and textbook allowances for cadet midshipmen, at an average yearly cost of not to exceed $200 per cadet: Provided, That except as herein provided for uniform and textbook allowances this appropriation shall not be used for compensation or allowances for cadets.
