National Bureau of Standards expenses For expenses necessary in performing the functions authorized by the Act of March 3, 1901, as amended (15 U. S. C. 271–278c), including general administration; operation, maintenance, alteration, and protection of grounds and facilities; and improvement and construction of temporary or special facilities as authorized by section 2 of the Act of July 21, 1950 (15 U. S. C. 286); $11,500,000: Provided, That during the current fiscal year the maximum base rate of compensation for employees appointed pursuant to the Act of July 21, 1950 (15 U. S. C. 285), shall be equivalent to the entrance rate of GS–12.
