Sec. 511. Section 408 (a) of the Act of August 3, 1956 (70 Stat. 991, 1016), is amended by adding the following new subsection at the end thereof: “(5) No determination that a project is urgently required shall be necessary for projects, the cost of which is not in excess of $5,000.”
