SEC. 203. LIVESTOCK WATER DEVELOPMENT PROJECTS. Section 607 of the Agricultural Act of 1949 (7 U.S.C. 1471e) is amended by adding at the end the following new subsection: “(c) The Secretary may make available at least $25,000,000 to provide special assistance under subsection (b)(2) for livestock emergencies in 1988 and 1989.”.
