§ 4356. Conditions for entry of publications of State departments of agriculture A mailable periodical publication issued by a State department of agriculture may be entered and mailed as second class mail if it— (1) is issued from a known place of publication; 74 Stat. 668 (2) is issued at stated intervals as frequently as four times a year; (3) is published only for the purpose of furthering the objects of the departments; and (4) does not contain advertising matter.
