DROPOUT PREVENTION.

SEC. 104. DROPOUT PREVENTION. Section 6005 of the Act (20 U.S.C. 3245) is amended by adding at the end thereof the following new subsection: “(e) Grants for New Grantees.—In awarding grants under this part in fiscal year 1992 and each fiscal year thereafter to applicants who did not receive a grant under this part in fiscal year 1991, the Secretary shall utilize only those priorities and special considerations described in subsections (c) and (d).”.
