Sec. 110. Section 461 of the Foreign Assistance Act of 1961, as amended, which relates to assistance to countries having agrarian economies, is amended by adding at the end thereof the following: “In such country emphasis shall be placed also upon programs oi community development which will promote stable and responsible governmental institutions at the local level.”
