SEC. 120. AVAILABILITY OF FUNDS. Section 2 of the State Department Basic Authorities Act of 1956 (22 U.S.C. 2669) is amended— (1) in subsection (j), by striking out “and”; (2) in subsection (k), by striking out the period and inserting in lieu thereof “; and”; and (3) by adding after subsection (k) the following new subsection: “(l) pay obligations arising under international agreements, conventions, and binational contracts to the extent otherwise authorized by law.”.
