NATIONAL AERONAUTICS AND SPACE ADMINISTRATION Research, Development, and Operation For necessary expenses, not otherwise provided for, of the National Aeronautics and Space Administration, including research, development, operations, technical services; repairs, alterations, minor construction; supplies, materials, and equipment; uniforms or allowances therefor, as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2131); purchase of aircraft (including not to exceed three for administrative use); hire, maintenance and operation of aircraft; hire of passenger motor vehicles; and purchase of ten passenger motor vehicles for replacement only; $2,897,878,000, to remain available until expended. 76 Stat. 731 Construction of Facilities For advance planning, design and construction of facilities for the National Aeronautics and Space Administration and for the acquisition or condemnation of real property, as authorized by law, $776,237,000, to remain available until expended. general provisions Not to exceed 5 per centum of any appropriation made available to the National Aeronautics and Space Administration by this Act may be transferred to any other such appropriation. Not to exceed $26,250 of appropriations other than “Construction of facilities” in this Act for the National Aeronautics and Space Administration shall be available for scientific consultations and emergency or extraordinary expense, to be expended upon the approval or authority of the Administrator and his determination shall be final and conclusive.
