open-space planning and program requirements Sec. 905. Section 703(a) of the Housing Act of 1961 is amended to read as follows: “(a) The Administrator shall enter into contracts to make grants under sections 702 and 705 of this title only if he finds that such assistance is needed for carrying out a unified or officially coordinated program, meeting criteria established by him, for the provision and development of open-space land as part of the comprehensively planned development of the urban area.”
