Sec. 102. (a) Sections 135 and 313 of title 23 of the United States Code are hereby repealed. (b) (1) The analysis of chapter 1 of title 23, United States Code, is hereby amended by deleting: “135. Highway safety programs.” 80 Stat. 735 (2) The analysis of chapter 3 of title 23, United States Code, is hereby amended by deleting: “313. Highway safety conference.” (3) There is hereby added at the end of the table of chapters at the beginning of title 23, United States Code, the following: “4. Highway safety 401”.
