Sec. 103. Section 307 of title 23, United States Code, is amended (1) by inserting in subsection (a) thereof immediately after “section 104 of this title” the following: “, funds authorized to carry out section 403 of this title,” and (2) by adding at the end of such section the following new subsection: “(d) As used in this section the term ‘safety’ includes, but is, not limited to, highway safety systems, research, and development relating to vehicle, highway, and driver characteristics, accident investigations, communications, emergency medical care, and transportation of the injured.”
