technical amendment regarding interchange of personnel with states Sec. 153. Effective as of April 11, 1965, section 507(c)(3)(D) of the Elementary and Secondary Education Act of 1965 is amended by inserting “, and for retention and leave accrual purposes,” after “toward periodic or longevity step increases”.
