Section 103(b) of the Act is amended by inserting before the semicolon at the end thereof the following: “: Provided, That such arrangements for education and training of enrollees in the Corps 80 Stat. 1452shall, to the extent feasible, provide opportunities for qualified enrollees to obtain education or training necessary to qualify them for the equivalent of a certificate of graduation from high school;”.
