SEC. 2408. DEFENSE MEDICAL FACILITY. HOMESTEAD AIR FORCE BASE, FLORIDA. None of the funds appropriated or otherwise made available for the Department of Defense for fiscal year 1992 may be obligated for construction of a defense medical facility at Homestead Air Force Base, Florida, until the Secretary of the Air Force submits to the congressional defense committees a report describing the longterm plans of the Air Force for the use of Homestead Air Force Base as an active, operational installation.
