SEC. 3103. ENVIRONMENTAL RESTORATION AND WASTE MANAGEMENT. (a) Authorization.—Funds are authorized to be appropriated to the Department of Energy for fiscal year 1992 for carrying out the environmental restoration and waste management programs necessary for national security programs as follows: (1) For operating expanses, $3,177,142,000, to be allocated as follows: (A) For corrective activities—environment, $27,689,000. (b) Other Authorization.—From funds authorized to be appropriated pursuant to subsection (a) to the Department of Energy for environmental restoration and waste management activities, the Secretary of Energy may reimburse the cities of Westminster, Broomfield, Thornton, and Northglen in the State of Colorado $10,000,000 for the cost of implementing water management programs. Such reimbursement shall not be considered a major Federal action for purposes of section 102(2) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(2)).
