Manpower Administration manpower development and training activities For expenses, not otherwise provided for, necessary to carry into effect the Manpower Development and Training Act of 1962, as amended (42 U.S.C. 2571–2620), $400,000,000, to remain available until June 30, 1970: Provided, That no part of the appropriation for expenses under such Act shall be available to pay any trainee in a service industry to which the provisions of section 6(b) of the Fair Labor Standards Act of 1938, as amended (29 U.S.C. 201–219), are applicable at a rate in excess of the minimum wage prescribed by such section: Provided further, That no part of the appropriation in this Act shall be available to pay any trainee in a service industry to which the provisions of section 6(b) of the Fair Labor Standards Act of 1938, as amended, are applicable at a rate in excess of the following, whichever is highest: (1) the minimum wage prescribed by such section; (2) the minimum wage requirement applicable to the trainee pursuant to the provisions of any other section of the Act or any other Federal, State, or local law; or (3) the minimum entrance rate for inexperienced workers in the same occupation in the establishment.
