Sec. 106. Subsection (e) of section 207 of the Appalachian Regional Development Act of 1965 (40 App. U.S.C. 207(e)) is amended to read as follows: “(e) The Secretary is further authorized to provide, or contract with public or private organizations to provide, information, advice, and technical assistance with respect to the construction, rehabilitation, and operation by nonprofit organizations of housing for low or moderate income families in such areas of the region.”
