special authority Sec. 202. Section 506(a) of such Act, relating to special authority of the President, is amended— (1) by striking out “1969” in the first sentence and inserting in lieu thereof “1970 and the fiscal year 1971”; and (2) by striking out “in the fiscal year 1969” in the second sentence and inserting in lieu thereof “in each of the fiscal years 1970 and 1971”.
