Chapter 2 of part II of such Act, relating to military assistance, is amended by inserting at the end thereof the following new section. “Sec. 510. Restrictions on Training Foreign Military Students.—The number of foreign military students to be trained in the United States in any fiscal year, out of funds appropriated pursuant to this part, may not exceed a number equal to the number of foreign civilians brought to the United States under the Mutual Educational and Cultural Exchange Act of 1961 in the immediately preceding fiscal year.”
