provision relating to gifted and talented children Sec. 142. (a) Section 503(11) of the Elementary and Secondary Education Act of 1965 (relating to grants to strengthen State departments of education) is amended by inserting after “handicapped” a comma and the following: “and gifted and talented children”. (b) The amendment made by this section shall be effective upon enactment of this Act.
