Any reference in an amendment made by this title to an agency or office of the government of the District of Columbia abolished by Reorganization Plan Number 5 of 1952 (D.C. Code, title 1, App.) is not to be construed as a reestablishment of that office or agency or as a change in the functions, powers, and duties of the Commissioner of the District of Columbia or of the District of Columbia Council.
