Section 243(a) of the Community Mental Health Centers Act is amended (1) by inserting “or leasing” after “construction”, and (2) by inserting “facilities for emergency medical services, intermediate care services, or outpatient services, and” immediately before “post-hospitalization treatment facilities”.
