Agency for International Development operating expenses of the agency for international development For an additional amount for “Operating Expenses of the Agency for International Development” to provide for additional costs resulting from Operation Desert Shield/Operation Desert Storm, $6,000,000 to remain available until September 30, 1991, which shall be made available only for the costs of evacuating United States Government employees and Personal Services Contractors, their dependents, and for subsistence allowance payments.
