Economic Support Fund For an additional amount for the “Economic Support Fund”, $850,000,000, to provide for additional costs resulting from the conflict in the Persian Gulf, of which $650,000,000 shall be made available only for Israel, and of which $200,000,000 may be obligated and expended notwithstanding section 10 of Public Law 91–672 only for the Republic of Turkey: Provided, That such sums shall be made 105 STAT. 132available on a grant basis as cash transfers and shall remain available for obligation until September 30, 1991: Provided further, That such sums may be used by Israel and the Republic of Turkey for incremental costs associated with the conflict in the Persian Gulf, notwithstanding section 531(e) of the Foreign Assistance Act of 1961.
