statement of purpose Sec. 711. It is the purpose of this part to provide financial assistance to the States to enable them— (1) to provide financial assistance for projects designed to facilitate reaching the objectives of this title; (2) to develop comprehensive programs to improve reading proficiency and instruction in reading in the elementary schools of the State; (3) to provide State leadership in the planning, improving, execution, and evaluation of reading programs in elementary schools; and (4) to arrange for and assist in the training of special reading personnel and specialists needed in programs assisted under this title.
