applicability and effective date Sec. 712. (a) The provisions of this part shall become effective only in any fiscal year in which appropriations made pursuant to section 732(a) exceed $30,000,000 and then only with respect to the amount of such excess. (b) The provisions of this part shall be effective on and after the begining of fiscal year 1976.
