effective dates Sec. 609. (a) The amendments made by this part shall be effective on the date of enactment of this Act, except that— (1) the amendments made by section 608 shall be effective on and after July 1, 1973; and (2) the amendments made by sections 603 and 607 shall be effective on, and with respect to appropriations for fiscal years beginning after June 30, 1973. (b) The amendments made by sections 603 and 604 shall not take effect with respect to any multi-year program or project approved prior to the date of enactment of this Act.
