(a) Section 704(b) of the Emergency School Aid Act is amended by striking out paragraph (1) and by striking out “(2)” of such section. (b) The matter preceding paragraph 1 of section 709(a) of such Act is amended to read as follows: “Sums available to the Secretary under section 708 for metropolitan area projects shall be available for the following purposes:”.
