acceleration of projects Sec. 141. The Secretary of Transportation shall carry out a project to demonstrate the feasibility of reducing the time required from the90 STAT. 445 time of request for project approval through the completion of construction of highway projects in areas that, as a result of recent or imminent change, including but not limited to change in population or traffic flow resulting from the construction of Federal projects, show a need to construct such projects to relieve such areas from the impact of such change. There is authorized to be appropriated out of the Highway Trust Fund to carry out such project not to exceed $25,000,000.
