OVERSEAS MILITARY END STRENGTH.
SEC. 1302. OVERSEAS MILITARY END STRENGTH. (a) Reduction in United States Force Levels Abroad.—On and after September 30, 1996, no appropriated funds may be used to support an end strength level of members of the Armed Forces of the United States assigned to permanent duty ashore in nations outside the United States at any level in excess of 60 percent of the end strength level of such members on September 30, 1992. 106 STAT. 2546 (b) Exceptions.—(1) Subsection (a) shall not apply in the event of a declaration of war or an armed attack on any member nation of the North Atlantic Treaty Organization, Japan, the Republic of Korea, or any other ally of the United States. (2) The President may waive the operation of subsection (a) if the President declares an emergency and immediately notifies Congress.
