SEC. 306. PREPOSITIONED OIL SPILL CLEANUP EQUIPMENT. The Secretary of Transportation is authorized to expend out of amounts appropriated for acquisition, construction, and improvement for fiscal year 1994— (1) $890,000 to acquire and preposition oil spill response equipment at Port Arthur, Texas, and (2) $890,000 to acquire and preposition oil spill response equipment at Helena, Arkansas, subject to the Secretary determining that adequate storage and maintenance facilities are available.
