SEC. 3136. LIMITATION ON USE OF PROGRAM DIRECTION FUNDS. The Secretary of Energy may not obligate more than 80 percent of the funds appropriated pursuant to this title for fiscal year 1995 for operating expenses for program direction in carrying out environmental restoration and waste management activities necessary for national security programs until the Secretary submits to Congress the reports required to be submitted in 1995 under subsections (a) and (d) of section 3153 of the National Defense Authorization Act for Fiscal Year 1994 (Public Law 103–160; 107 Stat. 1950; 42 U.S.C. 7274k).
