SEC. 2412. MULTIPLE LICENSE AUTHORITY. Section 4(a)(2) of the Act (50 U.S.C. App. 2403(a)(2)) is amended— (1) in subparagraph (A) by striking the period at the end of the first sentence and inserting “, except that the Secretary may establish a type of distribution license appropriate for consignees in the People’s Republic of China.”; and (2) in subparagraph (B) in the first sentence by inserting “(except the People’s Republic of China)” after “controlled countries”.
