SEC. 2413. DOMESTIC SALES TO COMMERCIAL ENTITIES OF CONTROLLED COUNTRIES. Section 5(a)(1) of the Act (50 U.S.C. App. 2404(a)(1)) is amended by inserting after the second sentence the following: “For purposes of the preceding sentence, the term ‘affiliates’ includes both governmental entities and commercial entities that are controlled in fact by controlled countries.”.
