SEC. 410. DUTIES OF THE SECRETARY. Section 10 of such Act (102 Stat. 4557) is amended by striking subsection (d) and inserting the following: “(d) Technical Assistance and Grants.—The Secretary, upon request of the Commission, is authorized to provide grants and technical assistance to the Commission or units of government, nonprofit organizations, and other persons, for development and implementation of the Plan.”.
