SEC. 405. UNREASONABLE OBSTRUCTION TO NAVIGATION. Notwithstanding any other provision of law, the liftbridge over the back channel of the Schuylkill River in Philadelphia, Pennsylvania, is deemed to unreasonably obstruct navigation.
