SEC. 167. CALIFORNIA FEASIBILITY STUDY. (a) Study.—The Secretary shall study the feasibility and necessity of constructing a bypass highway around the city of Sebastopol, California. (b) Report.—Not later than 9 months after the date of the enactment of this Act, the Secretary shall transmit to the Committee on Environment and Public Works of the Senate and the Committee on Public Works and Transportation of the House of Representatives a report on the results of the study conducted under this section. Such report shall compare the costs and benefits of constructing the highway referred to in subsection (a) and shall include the recommendations of the Secretary concerning the location of such highway and appropriate design standards for such highway. (c) Authorization of Appropriation.—There is authorized to be appropriated, out of the Highway Trust Fund (other than the Mass Transit Account), to carry out this section $100,000 for fiscal year 1987. (d) Funding and Applicability of Title 23.—Funds authorized by this section shall be available for obligation in the same manner and to the same extent as if such funds were apportioned under chapter 1 of title 23, United States Code, except that the Federal share of the 101 STAT. 216cost of conducting the study under this section shall not exceed 65 percent and such funds shall remain available until expended.
