SEC. 604. RESPONSIBILITIES OF THE STATE. (a) In General.— Section 402(a) of the Social Security Act (as amended by sections 201(a), 401(a), 401(f), and 403(a) of this Act) is amended— (1) by striking “and” at the end of paragraph (42); (2) by striking the period at the end of paragraph (43) and inserting in lieu thereof “; and”; and (3) by inserting immediately after paragraph (43) the following new paragraph: “(44) provide that the State agency shall— “(A) be responsible for assuring that the benefits and services under the programs under this part, part D, and part F are furnished in an integrated manner, and “(B) consistent with the provisions of this title, ensure that all applicants for and recipients of aid to families with dependent children are encouraged, assisted, and required to cooperate in the establishment of paternity and the enforcement of child support obligations, and are notified of the paternity establishment and child support services for which they may be eligible.”. (b) Effective Date.— The amendments made by subsection (a) shall become effective on July 1, 1989.
