SEC 605. ESTABLISHMENT OF PREELIGIBILITY FRAUD DETECTION MEASURES. (a) In General.— Section 402(a) of the Social Security Act (as amended by sections 201(a), 401(a), 401(f), 403(a), and 604(a) of this Act) is amended— (1) by striking “and” at the end of paragraph (43); (2) by striking the period at the end of paragraph (44) and inserting in lieu thereof “; and”; and (3) by inserting immediately after paragraph (44) the following new paragraph: “(45) provide (in accordance with regulations issued by the Secretary) for appropriate measures to detect fraudulent applications for aid to families with dependent children prior to the establishment of eligibility for such aid.”. (b) Effective Date; Regulations.— (1) The amendments made by subsection (a) shall become effective on October 1, 1989. (2) The Secretary of Health and Human Services shall issue final regulations with respect to the requirement added by the amend-102 STAT. 2410ment made by subsection (a) not later than 6 months after the date of the enactment of this Act.
