SEC. 211. AUTHORIZATIONS FOR CONSTRUCTION GRANTS. Section 207 is amended by striking out the period at the end thereof and inserting in lieu thereof the following: “; and for each of the fiscal years ending September 30, 1986, September 30, 1987, and September 30, 1988, not to exceed $2,400,000,000; and for each of the fiscal years ending September 30, 1989, and September 30, 1990, not to exceed $1,200,000,000.”.
