SEC. 236. SENSE OF CONGRESS REGARDING BALLISTIC MISSILE DEFENSE TECHNOLOGY FUNDING. It is the sense of Congress that— (1) because technology development provides the basis for future weapon systems, it is important to maintain a healthy balance between funding for the development of technology for ballistic missile defense systems and funding for the acquisition of ballistic missile defense systems; (2) funding planned within the future-years defense program of the Department of Defense should be sufficient to support the development of technology for future and follow-on ballistic missile defense systems while simultaneously supporting the acquisition of ballistic missile defense systems; and (3) the Secretary of Defense should seek to ensure that funding in the future-years defense program is adequate both for the development of technology for advanced ballistic missile defense systems and for the major existing programs for the acquisition of ballistic missile defense systems.
