SEC. 237. REPORT ON NATIONAL MISSILE DEFENSE. Not later than March 15, 2000, the Secretary of Defense shall submit to Congress the Secretary’s assessment of the advantages or disadvantages of a two-site deployment of a ground-based National Missile Defense system, with special reference to considerations of the world-wide ballistic missile threat, defensive coverage, redundancy and survivability, and economies of scale.
