SEC. 444. DEFINITION OF PERMANENT HOUSING. Section 422(12)(B) of the Stewart B. McKinney Homeless Assistance Act (42 U.S.C. 11382(12)(B)) is amended by inserting after the first sentence the following: “The Secretary may waive the limitation contained in the preceding sentence if the applicant demonstrates that— “(i) local market conditions dictate the development of a larger project; and “(ii) such development will achieve the neighborhood integration objectives of the program within the context of the affected community.”.
