Sec. 104. (a) Section 5(a) under the subheading “administrative provisions” under the heading “SENATE” under title I of the Legislative Branch Appropriations Act, 1996 (2 U.S.C. 58a note) is amended by striking “invoice ends” and inserting “invoice begins”. (b) The amendment made by subsection (a) shall take effect on October 1, 2001, and shall apply to base service periods beginning on or after that date.
