SEC. 2071. RELATIONSHIP BETWEEN MENTAL ILLNESS AND SUBSTANCE ABUSE. (a) In General.—The Secretary of Health and Human Services shall conduct a study for the purpose of— (1) determining the relationship between mental illness and substance abuse; and (2) developing recommendations on the most effective methods of treatment for individuals with both mental illness and substance abuse problems. 102 STAT. 4215 (b) Report.—Not later than 12 months after the date of the enactment of this Act, the Secretary of Health and Human Services shall complete the study required in subsection (a) and submit to the Congress the findings made as a result of the study.
