USE OF INVOLUNTARY COMMITMENT.
SEC. 2072. USE OF INVOLUNTARY COMMITMENT. (a) In General.—The Secretary of Health and Human Services shall enter into a contract with an independent body of demonstrated expertise in the field of health and mental health to conduct a study of the current use of involuntary commitment for inpatient or outpatient treatment of mental illness and make recommendations for changes, if any, that may be warranted in current rules and practices. (b) Report.—Not later than 18 months after the date on which a contract is entered into pursuant to subsection (a), the Secretary of Health and Human Services shall complete the study required in subsection (a) and submit to the Congress the findings made as a result of the study. (c) Authorization of Appropriations.—For the purpose of carrying out subsection (a), there are authorized to be appropriated $1,000,000 for fiscal year 1989.
