EMERGENCY FLARES.

SEC. 9106. EMERGENCY FLARES. Not later than 60 days after the date of the enactment of this Act, the Secretary shall initiate a rulemaking proceeding for the purposes of determining the appropriate use, as emergency warning devices for commercial motor vehicles, of fusees as an alternative or supplement to bidirectional emergency reflective triangles. The Secretary shall complete such rulemaking proceeding by October 31, 1989.
