SEC. 9108. SPEED CONTROL DEVICES. (a) Study.—The Secretary shall conduct a study on whether or not devices which control the speed of commercial motor vehicles enhance safe operation of such vehicles. (b) Report.—Not later than 30 months after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the results of the study conducted under this section together with recommendations of the Secretary on whether or not to make the use of speed control devices mandatory for commercial motor vehicles.
